uniform and we can't tell it.

Yeah, no measurement! But, Don, that's the point I was trying to make!
A universal affirmative proposition to the effect that everything is
slowing down is as silly one alleging everything is speeding up. You
set a device to sideral time, e.g., be it mechanical or digital, etc.,
then check it against 'observed' time, and adjust.
