light movement in a media cannot be treated as free photon movement in
vacuum.
The reason for that is that in a media photons get re-emitted over and
over again.
And for example in the water flow between the re-emittions the actual
carriers of "the moving light" are excited atoms that do flow with the
flow hence the dependance of the speed of light on the water flow speed

A moving platform with a dense atmosphere still causes time dilation.

And for example in the water flow between the re-emittions the actual

flow hence the dependance of the speed of light on the water flow speed
