Probably not that exactly, because at certain scales it would also
provide anti-gravity. You remember the wavelength thing (that we
don't necessarily agree on)? 0.5 lambda, 1.5 lambda, ... should
provide repulsion, and doesn't.

And between those values, not so good. Gravitation is not so "lumpy".

Not lumpy, so does not work "exactly" like that. *not* limited to
CMBR as the source. *not* interaction with those (or any) photons
directly.

*perhaps* interaction with all photons *everywhere* (since quantum
effects don't care about distance). Sort of like a third order
"cousin" of Casimir effect.

Which (Casimir) I understand may have been turned into a
"levitation" (or "balance"), rather than always attractive.
