Orbital momentum would not appear conserved.

How would each bit of matter know which direction this
"non-radial" component was directed in? You'd have two degrees
of freedom for this component.

It does, for a rotating source at least. Look up gravitomagnetism and
frame dragging. NASA's still crunching the numbers from Gravity Probe
B.
