The Staatsanwaltschaft found Siemens to pay corrupt people for attaining
business.
Is it usual practices or is any business corrupt per se.

But that is relative bad according to german laws. What says international
law what is international practice ?

Not international, but...
Abramoff (a lobbyist) took down a bunch of politicians with his
"gifts".
