Default What is it about matter that slows light? Permittivity and Permeability Of matter's EM field

Scientists better watch out when they say light slows down. If light is
absorbed it no longer exists so if it is reemitted it can't actually be
said to be going slower. Abosrpton and emission doesn't actually affect
real light speed. And if you wish to say light takes a longer path
such as in a prism that again is not light slowing down but simply
traveling a longer path. If you want to say LIGHT SPEED SLOWS DOWN IN A
MEDIUM for real then you are going to have to attirbute it to the
matter's EM field. Charged matter slows(resists) light.

I'll tell why it does:

The electric permittivity (the ease of propagating an electric field)
and the magnetic permeability(ease of propagating a magnetic field) of
the EM field that surrounds matter.

Thats what they are dealing with when they slow down light in the lab.
It has been done.
