It is not measured as c. It is *defined* as c.


The speed of light is not *defined* as c. c is defined as the speed of light.
The speed of light is what it is.

c is expressed in terms of the ratio of given units of distance to given units
of time. And so the question remains how that ratio can be established *if*
OWLS or TWLS have never been measured.

not been defined or that they cannot be properly measured. Can't you read,

If we are discussing the correct usage of English, I might point out
that it should be "... to whom would he write?" and "None of his friends
could understand him."
