Weight of Earth changes?

Default Weight of Earth changes?

Does the earth give of more weight (photons/molecules/whatever) than it
recieves or vice versa?
Either way, if the weight of the earth was changing then wouldn't it be
possible to make a system on earth that appeared to be in perpetual motion
if the loss/gain of the earths weight was greater than the loss/gain of the
system? I would imagine that the systems power would have to be extremely
weak and for all purposes and would obviously have to decrease the rate of
gain/change of the mass of the earth to work.

We have a net gain. Mostly from the Sun.

No. We have no way of coupling to infalling mass, to derive
energy from it. Other than heat of its passage through the
atmosphere.
