No authors of physics/0311104 can endorse.
Realization of Maxwell's Hypothesis

Not currently an endorser. (why?)

Zitao Fu is not registered as an owner of this paper. (why?)

Haven't given this more than a very quick scan, but how old (other than
the header) is this? Seems to be from the late 1960's, and even retro by
those standards.

1982 is a reference, others are 1967, 68.
Measurements are in the range of 10^-13 to 10^-14 amps near 0.01 picoamps,
extremely small.
Seems like leakage, dark current, thermals could easily mask results, but no
error analysis.
