Yes.

I believe the higher the orbit the
higher the velocity(orbiting nucleus same as planet oribiting
sun),

No, they aren't in orbit around the nucleus. That's the
misconception I keep mentioning. Not AT ALL the same as
planets orbiting the sun.

And planets in a "higher" orbit, meaning farther from the Sun,
move at lower velocities than planets that are closer to the Sun.
Mercury's orbital speed is about 50km/s. Earth's is about 30km/s.
Neptune's is only 5.4 km/s.
So thinking that "higher" orbits
should have higher velocities is another misconception.

$$ Orbital drag & kinematic precession.
$$ See ORBiTAL DRAG paradox anomolous kinematic viscosity .
$$
$$ [When sun-spot activity iNCREASES the Sun's AMBiENT density..]
$$ [..planet MERCURY experiences MORE DRAG than is typically so.]
$$
$$ Paradoxically, this iNCREASED DRAG iNCREASES orbital velocity.
$$
$$ Also, if MERCURY experiences LESS DRAG ..than is typically so,
$$ then the planet MERCURY moves into an HiGHER orbital altitude.
$$
$$ Paradoxically, this DECREASED DRAG DECREASES orbital velocity.
$$
$$ [This is NOT what you'd expect, for "typical" DRAG scenarios.]
$$
$$ Typically, DRAG is SUB-orbital. Orbital DRAG is gravitational.
$$ Distinction HERE is if MERCURY's iNcoming (-) or OUTgoing (+).
$$ [DRAG when MERCURY is iNcoming iNCREASES it's orbit velocity.]
$$ [DRAG when MERCURY is OUTgoing DECREASES it's orbit velocity.]
$$
$$ Since MERCURY's orbit ADVANCEs in it's precessional period, it
$$ experiences (..or there is evidence of..) ANOMALOUS viscosity.

Orbital drag & kinematic precession.
Anomalous kinematic precession due to periodic solar activity.
See ORBiTAL DRAG paradox anomolous kinematic viscosity .
