It is latin for "Doctor of Philosophy"; "Doctor", in its original
meaning, means learned or authoritative teacher. "Philosophy" here is
used to mean "love of knowledge".

A Ph.D. usually signifies advance specialized knowledge in a subject
matter, and also an exhibition of ability to produce original and
correct, advanced, new knowledge in that discipline.

Technically, someone with a Ph.D. is what the french call a "Docteur"
(but not docteur medecin; those are doctors of medicine). However, as
I understand it, there are two kinds of doctorates in France;
something called a "Third Cycle Doctorate", which is really closer to
a Master's Degree in the English speaking world (and Germany and
elsewhere); and another degree which is closer to the Ph.D. of the
English speaking world (and elsewhere). A master's is an intermediate
degree between a college degree and a Ph.D. It usually represents
advance general knowledge in a discipline, plus some advanced
specialized knowledge, but does not necessarily imply that the bearer
has produced original research.

Achieving a Ph.D. from most universities is supposed to convey that one
o has gained background knowledge in a field
o can do original thinking
o can conduct research
o publish the results of the research to some standard
