I don't think it could.

Gravity Probe B will attempt to verify Einstein's predictions of the
Earth's Frame Dragging and its Geodetic effect. This it will do by
checking for any variance in the spin axes of four gyroscopes carried
onboard. If the effects are real, the spin axes should vary, as
measured against a fixed star reference point.
