In general:
- post new content,
- post in plain text (not rtf or html)
- do not post attachments (post links instead)

The posts are archived on someone else's hard drive. Some posters have
newsreaders with different capabilities. Some posters have to pay for
their cialup time by the minute. Be considerate.

No "charter" per se. Look at some of these:

homework for you.
