Constant is 137 because 231Pu has 137 neutrons in the nucleus.
The explanatory power of your theory is truly breathtaking. I am sure
that Crusty would be able to gloss over the minor inconvenience of the
missing 0.03599976 neutrons.
Why 99% of the mass is not observable because an atom has most of its
mass in a
nucleus.
