The earth rotates 4 degrees per minute, completing 360
degrees in 1436 minutes (23:56) and 361 degrees in
1440 minutes (24:00). I don't know about you, but I
would call 360 degrees a "true rotation".
I'm dying to hear why a change in the earth's rotation
rate would throw Kepler's second law or Newton's gravitational
law out the window, especially since neither deals with
rotation rate.

Look at that picture. Imagine a planet moving from X to Y. Imagine
a planet is at X and a certain point on the equator is pointed
at the sun. Now imagine the planet moves to Y while the planet
rotates 360 degrees. Notice that the point on the equator
is now no longer facing the sun.

That illustrates exactly this point. Notice the little
man has rotated through 360 degrees. He has the same
orientation in both pictures. But in the second picture
it is no longer noon.
Obviously you still cannot answer the question I set
you, "What time is it in figure 2?", but then you
never were much good with clocks:
It is clearly 4 minutes before noon. In 4 minutes the planet
will rotate another degree counterclockwise, bringing the
sun directly overhead of the little man.
