the matter is so very simple:
given the relative closeness of Venus to Sun, since
its orbit is inside of Earth's, it is never *visible*,
except when Sun is completely occluded by some thing,
such as Earth. now,
when you're sightseeing on Moon,
there are going to be very few moments, when
Sun is eclipsed by Earth, especially since
Moon's orbit is not in the ecliptic;
therefore, Venus won't be visible in any exposure,
that was not painstakingly set-up to capture Venus ...
any more than you could find it by eye-balling.

that doesn't prove that Armstrong actually wasn't doing his job
at a skunkwroks in the Mojave Desert; at least,
he got paid for it!
