"A brilliant young physicist Joćo Magueijo asks the heretical
question: What if the speed of lightnow accepted as one of the
unchanging foundations of modern physicswere not
constant?....Magueijo is trying to pick apart one of Einsteins most
impenetrable tenets, the constancy of the speed of light. This idea of
a constant speed (about 3×106 meters/second) -is known as the
universal speed limit. Nothing can, has, or ever will travel faster
than light. Magueijo -who received his doctorate from Cambridge, has
been a faculty member at Princeton and Cambridge, and is currently a
professor at Imperial College, London- says: not so. His VSL theory
presupposes a speed of light that can be energy or time-space
dependent."

Paul Davies, 2003: "The "c" here stands for the speed of light. It is
one of the most fundamental of the basic constants of physics. Or is
it? In recent years a few maverick scientists have claimed that the
speed of light might not be constant at all. Shock, horror! Does this
mean the next Great Revolution in Science is just around the corner?"

Science is still around the corner:

I always wondered how it would be like if c were still
constant but only 10 km/h

So damn fast yet so damn slow! The mass of Earth's Moon is about 1.3
seconds out front in space and time of the Moon observed to be 1.3 light
seconds from Earth here and now. The reality of some supposed distant
galaxy, if it still exists is about 11 billion years out front in space and
time of the galaxy observed to be aproximately 11 billion light years from
Earth here and now.
A traveler whose mass and reality is thousands of seconds out front in
space and time of the observed traveler at thousands of light seconds from
Earth is [seen] from Earth to be past orientated (slowed or slowing down in
time) and is [perceived] to be future orientated (speeded up or speeding up
in time over that first -- observed -- orientation), all relatively speaking
that is. 'c' is a peculiar animal, reckoned so damn fast, and it is that
fast, yet is never as fast as reality on the spot. 'c' as a communicator
always being so damn slow and, given time, always falling further and
further behind in time to the "as is universe." That's the problem with this
universal constant, it's so damn slow.
So, as a communicator, it does appear to get slower and ever slower, the
communication falling farther and ever farther behind the times. It's a good
thing then that the universe is always more up-to-date, and always giving
out more light, all along the line from the most distant non-local frame
(the Planck stage of the Universe) to the most local-relative frame. The
communication is absorbed and relayed in a constantly growing accumulation
of communications. The very last, very nearest and latest, communication is
always doing 'c' (=300,000 kps) (=1) (=infinity), and it is the one
containing every prior communication ("every prior communication" --
assembled! -- else there will be no communication at all).
