The experiment has been already done by Fizeau. It confirms the SR
explanation of the Sagnac effect.
You should also notice that there is no correlation between sound
waves and water waves to light waves, other than the fact that all are
waves. Sound and water require a medium to propagate the wave, whereas
light is its own medium (no aether needed).
